In an effort to illustrate our comprehensive property management services, we’d like to introduce our team and explain what each member does for CJL Rentals & Property Management clients.
CARLEEN J LEBLANC-HART
President, Broker/Owner
Carleen is the owner of CJL Rentals & Property Management which was established in 1992. She graduated from Wentworth Institute of Technology with a Bachelor of Science Degree in Building Construction. She has a MA Unrestricted Construction Supervisor’s License, a MA Real Estate Broker’s License and is OSHA 30 certified. Her credentials and experiences in rentals and property management offer easy transitions and solutions for those seeking her expertise and real estate savvy. She also has extensive capabilities to oversee any and all capital improvement and construction related projects. Carleen is very knowledgeable in all aspects of landlord/tenant relations and management with over 35 years of experience in residential management.
Carleen is known for her integrity, straight forwardness, honest, reliable and consistent approach to rentals and property management. Her “hands on” approach to operating CJL Rentals & Property Management affords her clients personal service from her and her knowledgeable team.
As owner of a woman owned firm, Carleen is certified by the State of MA as a WBE (Woman Business Enterprise) with the SDO (Supplier Diversity Office).
Carleen is a lifelong resident of Waltham where she and her husband Andy reside and raised their three children. She has been busy maintaining her business and being active in the community. In her spare time, she enjoys being with her kids, family, friends and her horse, Dixie.
ANDREW HART
Project Manager/Maintenance Lead
Andy has held an Unrestricted Construction Supervisor License in Massachusetts and has provided property management and general contractor services to CJL Rentals & Property Management for approximately 25 years. As the owner of Andrew Hart Contracting, he oversees major capital improvement projects and brings extensive experience in construction, contracting, and property management.
Prior to starting his own contracting business, Andy owned and operated a hardwood flooring company for more than 20 years. His extensive background in construction and property management gives him a practical understanding of both the day-to-day needs of properties and the planning and execution of larger improvement projects.
In his role with CJL, Andy provides property management and general contractor services, overseeing major capital improvement projects and supporting the maintenance, repair, and improvement of properties. He works closely with property owners, vendors, and the CJL team to ensure projects are completed efficiently and properties are maintained to a high standard.
Andy takes a hands-on and practical approach to his work, drawing on decades of experience to identify solutions, oversee projects, and address property needs effectively. His knowledge of construction and long-standing relationships with vendors and property owners make him a valuable resource for the CJL team.
Andy enjoys spending time with his wife and three children, traveling, golf, and pursuing his passion for 1970s muscle cars.
CAREN KIMBALL
Director of Business Operations
Caren joined CJL Rentals and Property Management in 2019 after many years as an analyst and quality control specialist in the medical software industry. She holds a B.S. in Business Administration from the University of Hartford.
With a family background in residential real estate, Caren blends her lifelong interest in the field with her operational expertise.
In her role as Director of Business Operations at CJL, Caren focuses on streamlining internal processes, optimizing software use, and ensuring a smooth experience for clients. She also manages leases, engages prospective clients, supports marketing efforts, and property management.
Guided by values of organization, transparency, and dedication, she works to keep tenants, property owners, and agents well-informed and supported throughout every step.
A native of Newton, Caren remains active in her community and enjoys volunteering, traveling, attending concerts, and spending time with her family and friends.
CINDY PARRELLA
Staff Accountant/Rental Agent
Cindy has been a licensed Massachusetts Real Estate Broker since 2004 and has been involved in the real estate industry throughout much of her personal and professional life. She began her relationship with CJL Rentals & Property Management in 2004 as a Rental Agent and has continued to grow with the company over the years.
Today, Cindy plays an important role on both the property management and real estate sides of CJL. As a Staff Accountant, she supports the company’s accounting and financial operations, while continuing to work with clients as a Rental Agent. Her experience in both areas gives her a broad understanding of the needs of property owners, tenants, and the CJL team.
Cindy brings extensive knowledge of the local real estate market and a strong familiarity with Waltham, Watertown, and the surrounding communities. Her years of experience with CJL have given her a deep understanding of residential rentals and the day-to-day needs involved in managing properties.
Cindy values building strong relationships with clients and colleagues and takes pride in providing knowledgeable, dependable support in both her accounting and real estate roles.
Cindy is originally from Watertown and now resides in Waltham. In her free time, she enjoys spending time with family and friends and traveling as much as possible.
BRIDGET McHUGH
Director of Office Management and Realty Services/Real Estate Agent
Bridget McHugh joined CJL Rentals & Property Management in January 2022 as an Executive Assistant and Property Manager and has since grown into her current role as Director of Office Management and Realty Services. She graduated from Bridgewater State University in 2018 with a degree in Strategic Communications.
Prior to joining CJL, Bridget worked in higher education as an Area Coordinator for Residence Life and Housing, where she gained valuable experience in residential operations and administrative management.
In her role at CJL, Bridget works closely with Carleen, the owner, to oversee the day-to-day operations of the company, with a focus on property management, office management, and real estate services. She is also a licensed Real Estate Agent and actively represents clients in sales, purchases, and rentals.
Bridget brings a positive, approachable, and team-oriented attitude to her work. She values clear communication, strong relationships, and creating a supportive experience for tenants, property owners, clients, and colleagues. Her ability to stay organized while maintaining a positive outlook helps her navigate the day-to-day demands of property management and office operations.
Outside of work, Bridget enjoys spending time with her family and friends, visiting Cape Cod, and attending or watching sporting events whenever she can.
KARA TYNAN
Financial Accountant
Kara joined CJL Rentals & Property Management in 2021 as a Financial Accountant. She brings more than 20 years of experience in finance and is the owner of an accounting consulting firm in New Hampshire. Kara graduated from Bentley University with a Bachelor of Science in Accountancy and also earned her MBA from Bentley.
Prior to starting her own business, Kara worked as a CPA and Corporate Controller. Throughout her career, she has worked with clients ranging from small start-ups to large multinational corporations, giving her broad experience across a wide range of financial and accounting needs.
In her role at CJL, Kara serves as a Financial Accountant and supports the company’s accounting and financial operations. She works with the CJL team and property owners to help ensure that financial matters are handled accurately, efficiently, and with close attention to detail.
Kara brings a thorough and organized approach to her work and values accuracy, clear communication, and reliability. Her extensive accounting experience allows her to provide valuable financial insight and support to the CJL team and the property owners they serve.
Outside of work, Kara enjoys traveling, hiking in the mountains of New Hampshire, and spending time with her husband and three children.
DENISE VISCO
Administrative Assistant
Denise has been associated with CJL Rentals & Property Management for the past 18 years, working in a variety of roles ranging from personal assistant to general office support. Prior to joining CJL, Denise worked as an Executive Secretary at an insurance company for 19 years, bringing extensive administrative and professional experience to her role.
With decades of experience in administrative and office operations, Denise is a longtime member of the CJL team and has supported the company in a variety of capacities throughout her time with CJL. Her familiarity with the company and its day-to-day operations makes her a dependable resource for the team.
In her role at CJL, Denise provides administrative and office support across the company. She assists with a variety of day-to-day tasks, helping keep the office organized and supporting the team with the many details involved in managing properties and serving clients and tenants.
Denise is known for her reliability, organization, and willingness to help wherever needed. She brings a steady and dependable presence to the CJL team and takes pride in supporting her colleagues and helping keep daily operations running smoothly.
Denise grew up in the Auburndale section of Newton and currently resides in Waltham. In her spare time, she enjoys spending time with family and friends, being outdoors, bike riding, walking, skiing, and especially visiting the beaches of Cape Cod.
CHERYL CARUSO
Rental Agent
Cheryl has been involved in the local real estate industry since 1984, beginning her career as a Commercial Leasing Agent. After 10 years in commercial real estate, she transitioned to residential real estate in 1994, working alongside Carleen at DeWolfe Real Estate.
When Carleen opened her own office, Cheryl joined her the following year as a Residential Rental Agent. Over the years, Cheryl’s knowledge, experience, and expertise in residential rentals have continued to grow, making her a valuable resource for both property owners and tenants.
In her role at CJL, Cheryl works closely with her landlord clientele and manages the residential rental process from start to finish, from taking property photos and preparing listings to coordinating showings and guiding the process through lease signing. She takes pride in
JILL SHANLEY
Property Manager & Real Estate Agent
Jill has been a licensed real estate agent for more than 20 years and brings extensive experience in real estate sales and mortgage lending. Her long career in the industry has given her a broad understanding of the real estate process, along with a strong knowledge of the local market.
A lifelong resident of Waltham who has raised her family in the community, Jill has an in-depth familiarity with Waltham and the surrounding areas. In her role at CJL, Jill works closely with property owners and tenants and is involved in the day-to-day management of properties. She assists with tenant communication, coordinates maintenance and vendors, and helps address property needs to ensure that issues are handled efficiently and properties are well cared for.
Jill also enjoys helping tenants, particularly those who are new to the area, navigate their housing search and become familiar with the local community. Her honest and straightforward approach, combined with her responsiveness and extensive local knowledge, makes her a valuable resource for both property owners and tenants.
A lifelong resident of Waltham, Jill enjoys fly fishing and downhill skiing in her spare time.
JULIA HART
Concierge & Logistics Manager
Julia joined CJL Rentals & Property Management in May 2021 as a Real Estate Agent, IT and Office Assistant. She currently works part-time with CJL while pursuing a STEM MBA at Bentley University with a concentration in AI. She graduated from Loyola University Maryland in 2021 with degrees in Computer Science and Psychology.
With a background in technology, data analysis, real estate, and administration, Julia brings a combination of technical knowledge, analytical thinking, and organizational experience to her role at CJL. Prior to joining CJL, she worked as a Data Analyst at M&T Bank.
In her role at CJL, Julia supports day-to-day operations through tenant communication, administrative and technology-related responsibilities, and process improvement initiatives. She works to identify ways to make internal processes more efficient and improve the experience for both tenants and property owners. In addition to providing concierge services, Julia helps develop and expand the program by identifying new services and resources that can benefit residents.
Julia takes a collaborative and solutions-oriented approach to her work, with a focus on clear communication, organization, and finding practical ways to improve the way things are done. She enjoys working across different areas of the company and helping turn new ideas into useful services for clients and residents.
In her free time, Julia enjoys scuba diving, travelling, practicing martial arts, and spending time with her friends and family.
TIM SCALISI
Property Manager & Director of Sales
Tim Scalisi is a lifelong Waltham resident. He graduated from Waltham High School in 2012 and went on to graduate from Oswego State University in upstate New York in 2016, where he studied Exercise Science. A former high school and collegiate athlete, Tim brings strong communication and organizational skills to his work in the real estate industry. He obtained his real estate sales license in September 2021.
In his role at CJL Rentals & Property Management, Tim works as a Real Estate Agent and assists with property management and maintenance. He also has assisted in some of CJL's construction projects and is working to build out CJL’s sales office. Tim has developed close relationships with CJL’s vendors, supporting communication and coordination as part of his work with the company.
Tim values clear communication, reliability, and building strong working relationships. He takes a hands-on, team-oriented approach to his work and strives to provide a positive experience for clients, property owners, tenants, and vendors. His background in athletics reinforces his appreciation for teamwork, organization, and working toward shared goals.
Tim enjoys spending his spare time exercising, participating in outdoor activities, and taking care of his dog.
MATT VANKLEECK
Property Management & Maintenance Coordinator
Matt joined CJL Rentals & Property Management in March 2025 as a Property Manager and has since become a Massachusetts-licensed Real Estate Agent. He holds a B.S. in Business Management from Bryant University and brings more than 15 years of experience in Healthcare and Software Sales.
At CJL, Matt is involved in the day-to-day management of properties, including coordinating maintenance and vendors, gathering insurance and vendor information, communicating with tenants, addressing property-related needs, and ensuring repairs and maintenance are completed efficiently. He works closely with property owners, tenants, and vendors to keep properties well-maintained and operations running smoothly.
Matt also assists clients with rentals, home sales, and home purchases. His approachable and solutions-oriented style allows him to build strong relationships while helping clients and residents navigate their real estate and property management needs.
Originally from Vermont, Matt has called the Metro Boston area home for more than 20 years. Outside of work, he enjoys CrossFit, staying active, and exploring the outdoors with his dog. Matt and his wife are expecting their first child and are excited to begin this next chapter as a family.
ANDREW HART
Maintenance/Property Manager
Andrew is a member of the CJL Rentals & Property Management maintenance team, where he assists with the ongoing maintenance and upkeep of properties managed by CJL. He graduated from Belmont Hill School and grew up in Waltham, giving him a strong familiarity with the local community.
Andrew has previous experience working in construction and also assists with construction and improvement projects undertaken by CJL. His hands-on experience allows him to support the team with property repairs, general maintenance, and a variety of projects that help keep properties well maintained.
In his role at CJL, Andrew works closely with the team to address day-to-day property needs and assist with repairs and improvements. He takes a practical, hands-on approach to his work and is always willing to help wherever needed to ensure properties are cared for properly.
Originally from Waltham, Andrew enjoys spending time with family and friends, golfing, and playing softball in his free time.
